Chief Executive Officer

Mr. K.L. Dhingra has joined National Culture Fund (NCF) as its Chief Executive Officer on 5th June, 2015. He has earlier been the Chairman and Managing Director of Housing and Urban Development Corporation Ltd (HUDCO), New Delhi from Sept. 2007 to April, 2010 and subsequently has been the Chairman and Managing Director of ITI Ltd. (formerly known as Indian Telephone Industries Ltd.), Bangalore from April, 2010 to 4th June, 2015.

Mr. Dhingra has been closely associated with Standing Conference of Public Enterprises (SCOPE) an apex organization for the Public Sector in India for more than 10 years. He has been the Vice-Chairman of SCOPE for the longest ever period of 6 years from April, 2009 to March, 2015 after having been elected by the CMDs/MDs of the member PSUs. He has also been the Chairman of the Finance Committee of SCOPE for this period of 6 years.

He is an M.B.A. from Faculty of Management Studies (FMS), Delhi University, one of the top Business Schools of India. Earlier to this, he has done M.Com., LL.B. (Acad), CAIIB and PG Diploma on Management of Public Enterprises. He has also passed ACIB from IFS School of Finance, London, U.K. He has also got the Ist position in three different Banking related courses conducted by the Indian Institute of Banking and Finance, Mumbai and has been conferred many awards.

He holds the distinction of being one of the few professionals in India to have the Fellowships from (i) Indian Institute of Banking and Finance, Mumbai; (ii) Chartered Institute of Bankers, Scotland; and (iii) Financial Services Institute of Australasia (Finsia).

He has also been conferred the Distinguished Fellowship by the Institute of Directors.

He has been conferred more than 25 awards for his professional contribution to Public Sector Management, Industrial Development, Corporate Excellence, Performance Excellence etc.

He has been on ERSO Trust Fund of UN Habitat, nominated by the Government of India, as a financial expert representing Asian Countries and also as a member of many committees constituted by the Government of India, RBI and the leading private sector associations. He also represented Employers of India in 101st International Labour Conference of International Labour Organization (ILO) in the year 2012 at Geneva (Switzerland) and was invited to speak in its Plenary Session

He has more than 35 years of experience in diverse fields, including more than 14 years of Board level experience in four Central PSUs, which includes about 7 years experience as Director (Finance) and more than 7 years as the Chairman and Managing Director of two Schedule A Central PSUs.

His experience has been in the field of Banking, Industrial Finance, Investments, Lending for Housing and Urban Infrastructure Development, Rehabilitation/Reconstruction of Sick Companies, Industrial Management, Public Sector Administration, Corporate Governance, Corporate Social Responsibility (CSR) and Resource Mobilization.
